In der Vorwoche legte Bundesverteidigungsminister Thomas de Maizière seine Eckpunkte zur Bundeswehrreform vor. Diese beinhalten die Reduzierung der Bundeswehr um ein knappes Viertel auf dann reichlich 170.000 Soldatinnen und Soldaten.
Folgerichtig sollen ganze Kommandostrukturen, Verbände und Einheiten aufgelöst werden. Für das Heer ist demnach eine Reduzierung der Zahl der Divisionen von fünf auf drei vorgesehen. Zum einen werden die derzeitigen Divisionen für Spezielle Operationen (DSO) und für Luftbewegliche Operationen (DLO) zu einer Struktur mit Divisionsstatus zusammengefasst.
Zum anderen wird im Zuge der Reform eine der drei “klassischen” Heeresdivisionen wohl aufgelöst werden. Die 1. Panzerdivision mit Stab in Hannover scheint von diesem Spiel “Aus drei mach zwei” fast schon ausgenommen. In den nordwestdeutschen Regionalzeitungen streiten Kommunalpolitiker lediglich darüber, ob der Divisionsstab weiterhin in der Landeshauptstadt an der Leine bleibt oder nach Oldenburg umzieht – Letzteres wird unter Berufung aus Quellen aus dem Verteidigungsministerium vermeldet.
Für den Fortbestand der 1. Panzerdivision spricht dem Vernehmen nach zudem, dass sie die letzte verbliebene “Volldivision” des Heeres ist. Sie allein verfügt über das vollständige Portfolio an Truppenteilen, das einem solchen Großverband gemeinhin zugerechnet wird.Das stellt sich bei der 10. Panzerdivision mit Stab im südwestdeutschen Sigmaringen und eben der 13. Panzergrenadierdivision mit Headquarter im hiesigen Gohlis anders dar. Und zwischen diesen beiden Stäben unter der Leitung eines Zwei-Sterne-Generals werden die Bundeswehrreformer eine Auswahl zu treffen haben.
Vor dem Herbst wird man wohl nichts Genaueres erfahren. Denn erst dann sollen Streitkräftestruktur und Stationierungskonzept offiziell vorgestellt werden. “Über Standorte wird im Herbst entschieden, und damit auch über Leipzig”, erklärt denn auch der Leipziger Divisionssprecher Markus Lesch auf L-IZ-Anfrage.
Sein oberster Dienstherr wurde am Montag in der Chemnitzer “Freien Presse” deutlicher. “Ich weiß, wo ich herkomme”, so der Bundesverteidigungsminister, der schon vor Jahren seine Heimat in Sachsen gefunden hat. “Gerade die Schließung von Schneeberg ist noch eine offene Wunde”, wurde Thomas de Maizière weiter zitiert.
Kurzum: Mit 1,1 Soldaten auf 1.000 Einwohnern ist Sachsen schon heute das Bundesland mit der niedrigsten Stationierungsdichte. An der Spitze liegen die beiden Küstenländer Schleswig-Holstein und Mecklenburg-Vorpommern. Hier beträgt der einschlägige Wert 9,1 beziehungsweise 8,5.
Wenn also bis 2015 die Anzahl der Bundeswehrstandorte von aktuell 400 auf 380 verringert werden soll, dürfte sich keine der verbliebenen zehn sächsischen Garnisonsstädte darunter befinden.
Das allein sagt noch nichts über den Umfang und den Status der Standorte aus. Eine Bestandsgarantie für den Divisionsstab in Leipzig und den Brigadestab in Frankenberg ist das noch nicht. Denn auch die Zahl der Heeresbrigaden soll sinken: von elf auf acht. Da macht es sich gut, dass unlängst der sächsische Ministerpräsident Stanislaw Tillich höchstselbst nach Marienberg eilte, um an den Feierlichkeiten zum 20-jährigen Bestehen der Panzergrenadierbrigade 37 “Freistaat Sachsen” teilzunehmen.
In Leipzig halten sich die sechs örtlichen Bundestagsabgeordneten in konkreten Standortfragen eher zurück. Sie verwiesen gegenüber L-IZ auf die Zeitschiene der Reform oder wollten alles im Gesamtzusammenhang diskutieren. Einzig CDU-Frau Bettina Kudla erklärte: “Ich setzte mich dafür ein, dass die 13. Panzergrenadierdivision als Kommandobehörde erhalten bleibt.” Eine zentral gelegene Kommandobehörde in den neuen Bundesländern habe aus ihrer Sicht “eine besondere Identifikationskraft” für die vielen ostdeutschen Bundeswehrangehörigen.
